
Beyond this, the Imperial Legion only barely managed to reclaim portions of Cyrodiil by the end of the war, is implied to have suffered far greater casualties, and generally proved inadequate in the face of Dominion military power: mind, this is an Imperial Legion that was able to draw recruits from High Rock, Cyrodiil, Skyrim, and Hammerfell, and had not fought a major war in earnest in centuries. Granted that this was, by the time of Skyrim, a few decades ago, but damage on such a scale is not so easily or quickly reversed. It's important to remember that the Empire lost a great deal more during the Great War than did the Aldmeri Dominion, and not just in manpower: large swathes of Hammerfell and Cyrodiil were razed and major cities (including the Imperial Capital) were sacked, causing immense damage to the internal infrastructure and logistical capabilities of the Empire. As much as I lean pro-Imperial, I would disagree with the notion that they are at all prepared for the inevitable Second Great War, although they have surely been preparing for it to the best of their ability.
